Kula is a clone created by an evil organization called NESTS. Like all evil organizations they want to take over the world but they're kind of dumb and they only try to take over the world using clones of a guy named Kyo Kusanagi. NESTS' motto is if one clone fails, make a new one, and Kula is the attempt after creating K'. See, both Kyo and K' have control over fire, are men, and are rough and tough dudes. Kula was created to be the exact opposite of them because since K' escaped, NESTS wanted him dead, and for some reason they thought the opposite of him would be able to kill K'. Kula is young, feminine, and canonly she has control over ice instead of flames
Kula starts off as an emotionless killer who only knows how to take orders from NESTS... kind of. When I say emotionless, I don't mean a typical emotionless girl, I really only mean that she can only experience glee as she stomps over her enemies. She likes fighting and she's pretty loyal to NESTS but she does disobey orders if she doesn't think the person she's fighting would be fun for her to kill. Even as an antagonist, Kula is a 14 year old kid. Children don't want to do things that aren't fun for them and Kula is the same.

She also sometimes defies her orders for the sake of others. The first time Kula realizes how final death is on a personal level is in the second game in the NESTS arc. King of Fighters 2000 ends with Kula killing Zero by orders of NESTS. But then, she decides to blow up the Zero cannon as well which was resting in earth's orbit. As the canon blows up, Kula is sent falling. Candy, a robot and Kula's friend, guards her and protects her as the two fall back down to earth. The earth's atmosphere destroys Candy. This is the first time Kula feels sadness and nowadays Kula keeps what remains of Candy around, trying to find parts to rebuild her. This is also an example of her Kula would sometimes not follow orders or do extra things to help people, even though at the time she didn't get why it was important. NESTS did not order the destruction of the Zero cannon but she still took it on herself to do so.
It isn't until after NESTS is disbanded that Kula finally gets the chance to live as a normal 14 year old girl. She became allies with her former targets, K', Maxima, and Whip after they all came to the realization that they were all victims of NESTS. Through her interactions with her new family, Kula begins to express more emotions more frequently. She's actually gotten to the point where she is a very emotional girl, almost like she's making up for lost time. Her reaction to something that angers her is to punch it. If something makes her upset, she openly cries about it. If something makes her happy, she giggles and tells the world about it. Kula is an open book, in a sense. Even after Candy, her best friend, is dead she still talks about her like she's still alive and will happily tell anyone all about her. Everyone is Kula's friend... well anyone that doesn't threaten her or her new family. Or call her a little kid, she hates that. Despite her age she's rather independent and she likes taking care of herself. She's going to do what she wants when she wants to and not much of anyone has a say otherwise, not even K' or Maxima.

She's inquisitive about the world around her. To her, the world is her playground. She's talkative and sometimes a bit offensive. She often refers to people by her first observations, such as 'weird guy' and 'old lady' which, as you can imagine, a lot of people find this habit of hers to be rude and off putting. Her thought process is hardly logical and resembles a young child. For example, in one instance where someone asks her if she wants an autograph, she only hears half of what he's saying, rambles on about how she loves signing her autograph too and says that if he wants, she'd be happy to sign his butt. Where this line of reasoning comes from, I'm honestly not sure, but at best you'll get a response from her that is only half related to what you were talking about even if it was a simple yes or no question. A lot of people have a hard time dealing with Kula, and their first reaction is to find her parents or whoever's responsible for her because they can't deal with her energy and rudeness.

Samples;
Network Sample; Hey! Where am I? Is this what K' always talked about? Kidnapping? He warned me that if I didn't stop doing things on my own something bad would happen! Boy, maybe he was right cause I sure don't know where I am now. Some lady said I'm in Ass Guard. I got a pretty good laugh at that. No one is stupid enough to name a town that.

[ After rambling on a bit to herself, she takes a deep breath and yells at the bracelet. Because that'll get a response faster than just being patient. ]

Helloooo? Is anyone there? I would like answers please! Anyone who answers can buy Kula a strawberry sorbet! You know you wanna buy a cute girl like me lots of sweets, right?
